RF EXO 18:1 Jethro Meets Moses.
When Jethro, the priest of Midian, the father-in-law of Moses, heard all that GOD had done for Moses, and for Israel, His People;—how the EVER-LIVING had led Israel out of Mitzer,—
RF EXO 18:2 then Jethro, the father-in-law of Moses, took Zifora, the wife of Moses, who had sent her back,
RF EXO 18:3 and her two sons,—(the name of the first was Gershom, for he said, "I have been a stranger in a strange land,"—
RF EXO 18:4 and the name of the other Aeliazer,—"For the GOD of my fathers has been a comfort and refuge to me from the sword of Pharaoh;")—
RF EXO 18:5 so Jethro, the father-in-law of Moses, brought his two sons and his wife to Moses in the desert, where the Mount of GOD is.
RF EXO 18:6 And he said to Moses, "I, Jethro, your father-in-law, have come to you with your wife and two sons with me."
RF EXO 18:7 Then Moses went out to meet his father-in-law, and bowed to him and kissed him, and they mutually enquired after their health. Then they came to the tent.
RF EXO 18:8 Moses there related to his father-in-law all that the EVER-LIVING had done to Pharaoh and to the Mitzeraim on account of Israel;—all the troubles which met them, on the road, and how the EVER-LIVING delivered them.
RF EXO 18:9 And Jethro was glad at all the good which the EVER-LIVING had done to Israel, and His redemption of them from the hand of the Mitzeraim.
RF EXO 18:10 So Jethro said, "Bless the EVER-LIVING Who has delivered you from the hand of the Mitzeraim and from the hand of Pharoh, and Who has delivered this People from under the hand of the Mitzerites.
RF EXO 18:11 Now you can perceive how much greater the EVER-LIVING is, than all their GODs, by the events with which He overwhelmed them."
RF EXO 18:12 Then Jethro, the father-in-law of Moses, took burnt offerings and sacrifices to GOD, and Aaron and all the nobles of Israel came and dined with the father-in-law of Moses before GOD.
RF EXO 18:13 Moses Administering Justice.
The next day, however, Moses sat to administer justice to the People, and Moses remained from morning to evening.
RF EXO 18:14 And the father-in-law of Moses saw all that he did for the People, and said; "What is this business that you do for the People? Why do you sit alone, and all the People standing before you from morn till night?"
RF EXO 18:15 When Moses replied to his father-in-law; "Because all the People come to me to enquire of the EVER-LIVING.
RF EXO 18:16 Whoever among them has a dispute comes to me and I decide between man and man, and I make known the decision of GOD, and His laws."
RF EXO 18:17 Advice of Jethro on it.
But the father-in-law of Moses answered him; "The practice that you follow is not good.
RF EXO 18:18 You are not prudent, nor are this people who are with you; for their affairs are more than you are able to bear alone.
RF EXO 18:19 Therefore listen to my voice. I will advise you, and GOD will be with you. Let now the People appear before GOD, and bring their affairs to GOD,
RF EXO 18:20 and instruct them in the decisions of His laws, and inform them the way they should walk in, and the acts they should do.
RF EXO 18:21 Also choose for yourself, from all the People, strong men, who fear GOD and hate bribes, and place over them as chiefs of thousands, chiefs of hundreds, chiefs of fifties and chiefs of tens,
RF EXO 18:22 and let them judge the People at all times, and let only all the great affairs be brought to you, but let them judge all the little matters, and thus ease yourself,—for they load you.
RF EXO 18:23 If you do this and GOD confirms it, then you can appoint it, and all these people can arrange their affairs with ease."
RF EXO 18:24 Moses, consequently, listened to the suggestion of his father-in-law, and did all that he said.
RF EXO 18:25 Moses therefore chose strong men from all Israel, and placed them as heads over the people; chiefs of thousands and chiefs of hundreds and chiefs of tens,
RF EXO 18:26 and they judged the people at all times in their affairs;—bringing the difficult matters to Moses,—but in the small affairs they decided for themselves.
RF EXO 18:27 Moses afterwards took leave of his father-in-law who went to his own country.

1. v12. It is evident from this record that the exile of Moses in Arabia had been a period of spiritual education under Jethro, and that the Arabs had preserved the Faith of Abraham in greater purity than the Egyptised Hebrews.—F.F.
